Temporary Residence Permit for Business (Entrepreneur / Company Shareholder)
A temporary residence permit for non-EU nationals who intend to run their own company registered in the Estonian Business Register. This is a distinct pathway from the Startup Visa: it targets established entrepreneurs and company shareholders, not pre-revenue startups requiring expert committee endorsement. Two sub-tracks exist: the general shareholder/entrepreneur track (minimum €65,000 invested capital, income at 6× subsistence level) and the startup entrepreneur track (positive Startup Committee evaluation, income at 4× subsistence level).
- Processing time
- Residence permit decision within 90 days; card issued within 30 days thereafter. Startup Committee evaluation (startup track only): 10 working days.
- Validity
- Up to 5 years; extendable for up to 10 years at a time.
- Language requirement
- No Estonian language requirement for the permit itself. Estonian or English business plan accepted.
- Permanent residence
- Eligible for long-term resident's permit after 5 years of continuous temporary residence.
- Citizenship
- Eligible for naturalisation after 8 years of residence in Estonia, of which at least 5 years on a permanent basis.

Process Steps

Register a company in Estonia
Establish or acquire a shareholding in a company registered in the Estonian Business Register. For the general track, ensure at least €65,000 has been invested.

Obtain Startup Committee evaluation (startup track only)
Submit your startup for evaluation by the Startup Estonia expert committee. The committee issues a decision within 10 working days. This step is not required on the general entrepreneur/shareholder track.

Prepare application documents
Gather all required documents: passport, health insurance, proof of income, company registration extract, and (for the general track) a business plan description in Estonian or English.

Submit application and pay state fee
Submit the application to the Police and Border Guard Board (PBGB) in Estonia (€350) or at an Estonian foreign mission abroad (€380). Pay the state fee at the time of submission.

Await decision
The PBGB issues a decision within 90 days. If approved, the residence permit card is produced within 30 days.

Register residence and collect card
Register your address in Estonia's Population Register and collect your residence permit card from the PBGB service point (or the designated foreign mission if requested).
