Category 2: minimum SAR 15,000,000 investment with at least 10% ownership stake; must create at least 10 jobs in the first year and at least 10 additional jobs in the second year (20 total within 2 years); grants permanent residency directly. Government application fee for both sub-categories: SAR 4,000. The SAR 400,000 and SAR 15,000,000 figures are minimum investment thresholds, not government fees.
