National "Blue Card" (highly qualified employment)
Kosovo's domestic highly-qualified-worker residence permit, introduced under Law No. 08/L-296 on Foreigners (in force March 2026). This is a Kosovo national scheme for foreign nationals with higher academic qualifications; it is not the EU Blue Card (Kosovo is not an EU member state and the EU Blue Card Directive does not apply). Sub-legal acts setting salary thresholds and detailed eligibility criteria were in implementation phase as of early 2026.
