EU Blue Card (Highly Qualified Worker)

For highly qualified workers with a higher-education diploma or 5+ years' specialised experience, a contract of at least 6 months, and a gross annual salary at or above the statutory threshold (EUR 65,652 from 3 March 2026). No labour market test required.

Requirements

  • Higher-education diploma OR at least 5 years specialised professional experience
  • Employment contract of minimum 6 months for highly qualified work
  • Gross annual salary at least EUR 65,652 (effective 3 March 2026; prior threshold EUR 63,408)
  • Employer files a vacant-position declaration with ADEM (no labour market test)
  • Temporary authorisation to stay obtained before entry
  • Type D visa if visa-required nationality
  • Declaration of arrival within 3 working days and medical check

Process Steps

  1. 1

    Temporary authorisation to stay

    Submit to the General Department of Immigration from the country of residence with passport copy, criminal record, CV, diplomas and signed 6+ month contract. Processing max 3 months.

    Type D visa

    Apply at a Luxembourg consulate if visa-required.

    Declaration of arrival and medical check

    Declare arrival within 3 working days and complete the medical examination.

  4. 4

    EU Blue Card residence permit

    Apply within 3 months of entry with passport copy, declaration of arrival, proof of housing and EUR 80 fee proof; collect the biometric chip card. Valid 4 years.
