Permanent Residence Permit

Indefinite right to stay and work for third-country nationals after holding a qualifying permit for at least 3 years (in some cases 5), passing A2 oral Norwegian and the social studies test, and meeting the self-support requirement.

Confirmed (updated 21 May 2026): work immigration ~24 months; family/protection/other ~25 months, counted from when documents are submitted at the police.

Language requirement
Must pass an oral Norwegian language test at level A2 or higher AND pass a social studies test in a language you understand. As of 1 September 2025, passing the actual tests is mandatory — completion of language or social-studies courses alone is no longer sufficient. Applies to applicants aged 18–67. Exemptions may be granted based on documented prior education (e.g. university credits or school grades of 2+ in relevant subjects).

  • Continuous residence in Norway meeting permit conditions
  • Oral Norwegian at A2+ and passed social studies test (exemptions possible)
  • Self-support over the last 12 months (ages 18-67)
  • Hold a valid permit when applying
