Permanent Residency (Law No. 10 of 2018)

Qatar's permanent residency grants near-citizen privileges (healthcare, education, certain business/property rights) to a narrow set of categories: long-term residents (generally ~20 years) of special value, children of Qatari mothers, spouses of Qataris, those of special service or competence, and high-end (USD 1M) investors. Highly discretionary and administered by a dedicated MOI committee.

Process Steps

    Identify the statutory category you fall under (long residence, Qatari-mother child, spouse of Qatari, special service/competence, or major investment).

    Assemble proof

    Gather documents proving the category, income, conduct and health.

    Submit to MOI

    Apply through the MOI Permanent Residency committee / Hukoomi service.

    Review

    Undergo MOI background, income and medical review; grants are discretionary.

    Receive PR

    If approved, receive the permanent residency card with associated privileges, subject to periodic eligibility review.
