Naturalisation (Standard) — Law 21/1991
After 8 years of legal residence (5 if married to a Romanian citizen), applicants with good conduct, lawful means, B1 Romanian, and knowledge of the Constitution/culture/history/geography submit a file to the National Citizenship Authority (ANC), attend an interview, and take the oath of allegiance.

- B1 level Romanian (CEFR) required. Under Law No. 14/2025 (in force April 2025), proof of B1 proficiency must be a certificate issued by an accredited institution: Romanian higher education universities offering the Preparatory Year of Romanian, the Institute of the Romanian Language, the Romanian Cultural Institute, or Romanian cultural institutes abroad. A general B1 certificate from an unaccredited language school no longer suffices. Exemptions apply for those aged 65+ and former Romanian citizens.

Process Steps

Accumulate residence
Accumulate legal residence of at least 8 years (5 if married to a Romanian citizen).
