Citizenship / Naturalization (Law No. 04/L-215)

Naturalization requires 5 years' continuous residence after obtaining permanent residence, integration and language proficiency, financial means and fiscal compliance. Dual citizenship is permitted. Faster routes exist for spouses (3 years' marriage + 1 year residence), refugees/stateless persons, diaspora, and persons of special interest (by presidential decree).

Citizenship
Approximately 10 years total: 5 years of uninterrupted temporary residence in Kosovo to qualify for permanent residence, followed by a further 5 years of permanent residence before applying for naturalization. Spousal track: 3 years of valid marriage to a Kosovo citizen plus at least 1 year of legal residence immediately before application.

Process Steps

  1. 1

    Hold permanent residence for 5 years

    Maintain 5 years' continuous residence after obtaining permanent residence (or qualify under a faster spouse/refugee/diaspora route).

    Pass language/integration

    Demonstrate elementary reading/writing in an official language and knowledge of Kosovo culture/social order.

  3. 3

    Assemble documents

    Gather the documents per Administrative Instruction 05/2020, including the no-criminal-proceedings certificate and fiscal-compliance proof.

  4. 4

    Submit application to MIA

    Apply to MIA (or via municipality/embassy if abroad). Decision within 180 days.
