Saudi Arabia
Saudi Arabia's residence system is built around the employer-sponsored Iqama (residence permit), historically tied to a kafeel (sponsor) although recent reforms have loosened sponsor control. Long-term residence without an employer sponsor is available through the Premium Residency programme (administered by the Premium Residency Center, saprc.gov.sa), which offers a fee-based Limited (annually renewable) option, an Unlimited (effectively permanent) option, and five category routes for investors, entrepreneurs, special talents, gifted individuals and real-estate owners. Foreign investors can also obtain residence by establishing a company under a Ministry of Investment (MISA) licence, and dependants can be sponsored once profession, salary and housing conditions are met. There is no broad, points-based permanent-residency ladder of the European kind; the Unlimited Premium Residency is the closest equivalent to permanent residence, and most ordinary work Iqamas remain renewable but employer-dependent. Naturalisation as a Saudi citizen is, in practice, almost entirely unattainable for ordinary migrants: it nominally requires roughly ten years of residence plus Arabic fluency and a points test, but is highly discretionary and realistically reserved for a small number of exceptional/elite talents selected by royal decree.
