Andorra
Andorra is a microstate in the Pyrenees between Spain and France. It is not a member of the EU, EFTA, or the Schengen Area, so EU instruments such as the Blue Card and EU-wide long-term residence do not apply. Its immigration regime is governed by its own Llei d'immigracio, with active (work) and passive (non-lucrative) residence categories. As of 13 February 2026 the Omnibus 2 law raised the passive-residence investment to EUR 1,000,000 (with a EUR 400,000 Housing Fund alternative) and replaced refundable AFA deposits with non-refundable state fees (EUR 50,000 principal + EUR 12,000 per dependent). Dual nationality is prohibited and naturalization typically requires 20 years of residence.
