Temporary Residence + Work Permit (TRWP)
Combined temporary residence and work permit for foreigners employed in Montenegro. Three work-authorization types are issued by the Employment Bureau: personal work permit, employment permit (employer-tied, quota-bound), and time-limited/seasonal work permit.

Integrated temporary residence and work permit for foreign nationals assigned to work in Montenegro through a foreign staff-leasing (temporary employment) agency. Introduced by the January 2026 amendments to the Law on Foreigners (Official Gazette of Montenegro No. 003/2026, in force January 17, 2026).

Secure assignment contract
Obtain a signed assignment/posting contract from the foreign staff-leasing agency specifying the Montenegrin host entity, role, duration, and remuneration.

Arrange accommodation and health insurance
Secure proof of accommodation in Montenegro and obtain health insurance valid for the duration of the intended stay.

Submit integrated permit application
Submit the application for an integrated temporary residence and work permit at the relevant Ministry of Interior (MUP) office or, where available, through the Public Service Centre (PSC) for faster processing.

Biometric enrolment
Attend the Ministry of Interior for biometric data collection (fingerprints and photograph).

Collect permit card
Collect the biometric residence and work permit card once the application is approved. Register address with local authorities if required.
