Immigration Permit -> Permanent Residence Permit (PRP)
The Immigration Permit (Law On Immigration No. 2491-III) is the prerequisite for the Permanent Residence Permit, a 10-year biometric card, indefinitely renewable. Quota and outside-quota categories apply.

- Citizenship
- Holding the Immigration Permit plus 5 years of continuous legal residence enables naturalization.

- Qualification under a within-quota or outside-quota immigration category
- Medical certificate (free of chronic alcoholism, substance/drug abuse)
- Criminal-record clearance from country of former residence
- Category-specific proof (e.g. USD 100,000 investment or proof of kinship)
- All foreign documents legalized/apostilled + Ukrainian translation

Determine category
Determine within-quota vs outside-quota immigration category.

Assemble documents
Gather medical certificate, police clearance, category proof, legalized + translated.

Submit immigration-permit application
Apply at a consulate abroad or DMSU in Ukraine.

Await decision
Review takes up to 1 year from submission.

Obtain immigration permit
On approval, obtain the immigration permit (valid 1 year).

Apply for PRP
Within that year, apply at DMSU for the Permanent Residence Permit biometric card.
