Oman's residence system is built almost entirely on employer/sponsor-based permits (the kafala model) administered by the Royal Oman Police (ROP) Directorate General of Passports & Residence, with labour clearance from the Ministry of Labour. The mainstream tiers are: a 2-year employment (work) residence visa tied to a specific employer; family joining/residence permits for dependants of qualifying expatriates; student permits sponsored by educational institutions; and self-employment/company-formation routes for foreign investors under the 2020 Foreign Capital Investment Law. Above these sits the Investor Residency Programme (Golden Residency), relaunched on 31 August 2025 with seven investment pathways and renewable 5-year and 10-year tiers (from OMR 200,000 up to OMR 500,000), which is the closest thing Oman has to long-term residence. Oman does not grant unconditional permanent residence and has no dedicated digital-nomad visa. Naturalisation is legally possible after long continuous residence (the new 2025 Nationality Law set the general threshold at 15 years, while the standard gov.om long-residence service still references 20 years), with an Arabic-language requirement and a prohibition on dual citizenship, but in practice it is rarely granted to ordinary migrants and golden-residency investors are explicitly excluded from a citizenship entitlement.

Frequently asked questions
What are the requirements for an Oman work visa?
The main requirement is a job offer from an Omani employer who will sponsor you. The employer must obtain labour clearance from the Ministry of Labour, and the Royal Oman Police issues the 2-year residence visa. The work visa is tied to that specific employer.
What is Oman's Golden Residency programme?
Oman's Investor Residency Programme, also called Golden Residency, offers renewable 5-year and 10-year residence permits. It is based on investment, with amounts ranging from OMR 200,000 to OMR 500,000 depending on the tier. The programme was relaunched on 31 August 2025.
Can my family join me on an Oman residence visa?
Yes, expatriates who meet the qualifying conditions can sponsor dependants for a family joining visa. The permit is tied to the sponsor's residence status. Family members receive their own residence permit under the sponsor's sponsorship.
How long is a standard Oman residence visa valid?
The standard employment residence visa is valid for two years. Other residence categories, such as student permits, family joining, and self-employment, have validity periods set by the Royal Oman Police. The Golden Residency offers 5-year and 10-year renewable tiers.
Is there a freelance or self-employment residence option in Oman?
Yes, Oman has a freelance / self-employment permit for independent professionals. In addition, foreign investors can form a mainland LLC or free zone company under the 2020 Foreign Capital Investment Law and obtain residence as an investor.
Does Oman grant permanent residence?
Oman does not grant unconditional permanent residence. The closest long-term option is the Investor Residency Programme (Golden Residency), which offers renewable 5-year and 10-year permits. Omani citizenship by naturalisation is a separate process with its own requirements.
