Real Estate Residence Permit (Property Investor Residency, Law No. 16 of 2018)
Qatar grants residence permits to foreign nationals who invest in qualifying real estate. Two distinct tiers exist: a temporary residence permit for property purchases of at least QAR 730,000 (approximately USD 200,000), which confers usufruct or lower-tier ownership rights; and eligibility for permanent residency for freehold property purchases valued at QAR 3,650,000 (approximately USD 1,000,000) or more. Full freehold ownership is restricted to nine designated zones under Cabinet Decision No. 28 of 2020; in 16 additional zones foreigners may obtain usufruct rights for up to 99 years. The legal framework rests on Law No. 16 of 2018 as amended by Cabinet Decision No. 28 of 2020.
