Employed Worker — Single Permit (Long-Stay Visa D/AM)
Romania's Government Emergency Ordinance 32/2026 (in force April 27, 2026) splits the D/AM employment visa into two subcategories: D/AM1 (highly qualified workers and exempt categories, not subject to quotas or the Shortage Occupations List) and D/AM2 (general labour, subject to an annual quota and the List of Shortage Occupations published within 45 days of OUG 32/2026). Employers must register on WorkinRomania.gov.ro as either a Registered or Authorised employer before sponsoring a foreign worker. The new digital platform launches August 8, 2026; during the transition period applications continue under existing procedures.

Seasonal Worker Permit (D/AM2 — Seasonal Worker)
Non-EU nationals who maintain their main residence abroad and wish to work temporarily in Romania in a seasonal industry (agriculture, tourism, hospitality) may obtain a seasonal worker authorisation under OUG 32/2026 (D/AM2 category). The work authorisation is applied for by the employer; the long-stay visa is granted for the contract duration plus 5 days, not exceeding 90 days.
